Manager, Market Policy

POSITION PURPOSE

This position is PGE’s lead for transmission and market services and regional policy development for all transmission and market issues facing PGE, including those issues which affect PGE’s transmission and energy supply businesses. Responsibilities include managing the Policy team which develops advocacy, strategy, and continuous improvement development for PGE’s participation in the Western Energy Imbalance Market, investigating how current and future wholesale market-based expansions, processes and solutions can be best utilized to advance PGE’s value proposition and vision to deliver reliable and economically efficient service to consumers of electricity. This position drives the transmission/market services and policy team’s collaboration across the organization and among a broad range of national, regional, and local external stakeholders to ensure holistic assessment and development of transmission and market design changes. This position provides leadership, management and direction related to identification and analysis of business solutions to complex transmission, energy supply and market issues facing PGE, recommendation of strategic courses of action to ensure value for PGE’s customers, and consultation to Senior Management. This position serves as one of the Company’s primary resource for questions or issues related to policy, operational and market design purposes. This position serves under and in support of Director II, Transmission & Market Services.

 

Requirements

KNOWLEDGE/SKILLS/EXPERIENCE REQUIRED

Typically a degree and 8 years of applicable technical or operations experience.
Background in economic analysis preferred.
Comprehensive knowledge of market design principles and concepts.
Comprehensive knowledge of transmission acquisition and scheduling principles and concepts (in both OATT and market environments).
Demonstrated comprehensive knowledge and skill in business operations complying with regulatory oversight.
Able to perform tasks in these areas with complete independence as well as leading others in their performance as necessary.
Range of expertise in complex technical aspects of the electricity markets, including transmission, grid operations, capacity, power operations, OASIS requirements and firm transmission rights.
Demonstrated experience with FERC practices and procedures.
Knowledge and or experience in organized markets, ancillary products and services, with experience in the CAISO market a plus.
Knowledge in greenhouse gas markets and emissions
Specific knowledge and understanding of market rules, OATT tariffs, Market Based Rate tariffs and other governing documents.
Strong oral and written communication skills. Highly skilled at communicating information to other departments at meetings and the ability to make impromptu speeches or presentations on behalf of the department/project as situations arise.
Excellent analytical and problem-solving skills. Comprehensive knowledge and skills to analyze complex problems to determine solutions.
Demonstrated ability to prepare organized succinct and persuasive regulatory filings.
