Purpose

To provide leadership, management, supervision and accountability for the effective resourcing, scheduling and safe performance of multi-functional work teams and processes involved in executing the annual, construction and maintenance plan for SMUD substations, underground transmission lines and downtown network and related systems and hazardous material processes. Major Duties & Responsibilities

  • Leads in the development, implementation, and managing of departmental goals, objectives, policies, and priorities in partnership with the department Director
  • Selects, trains, motivates, evaluates, and develops subordinate staff and ensures that department strategic objectives and priorities are achieved and coordinated with other departments.
  • Organize, implement and direct operational activities, while maintaining a successful culture of engagement, operational efficiency, compliance, and safety
  • Responsible for budget preparation and implementation; participate in the budget forecasting of additional funds needed for staffing, equipment, materials and supplies; administer the approved budget
  • Maintains clear, concise, accurate records and prepare effective reports on costs, production, quality, and sub-area inventory. Prepare status updates and related materials for management review and/or records
  • Review, recommend and implement process improvements that lead to efficiencies, cost savings and/or improvement in our program and employee safety.
  • Lead and oversees department programs, projects and processes; assesses needs, assigns resources and ensures successful outcomes
  • Ensures adherence to established SMUD safety policies, Federal, State and local safety laws, codes, and regulations; supports achievement of SMUD safety goals; monitoring and responding to safety concerns of staff, contractors and customers
  • Represents SMUD at substation and network industry and professional organizations and committees and participates in forums pertaining to assigned work processes.
  • On a rotational basis, provides supervisory "on-call" responsibilities and responding effectively and efficiently in emergency situations.
  • Performs related duties as required

Requirements

Minimum Qualifications

Knowledge Of:

  • Electric utility systems
  • Applicable Federal, State and local laws and regulations
  • Principles of supervision
  • Process design and principles for continuous process improvement
  • Prepare and implement safety plans, procedures and practices for workgroup
  • Principles and practices for budget development and administration
  • Procedures and practices for monitoring and managing projects
  • English grammar, punctuation and vocabulary standards

 Skill To:

  • Plan, organize, direct, control, and review the work of others; prepare performance plans and evaluations for the staff
  • Communicate effectively orally and in writing internally/externally
  • Achieve results through the efforts of other people  
  • Establish and maintain effective working relationships internally/externally
  • Develop performance metrics and accountability for the staff and sub-segment;
  • Prepare and implement safety plans, procedures and practices for workgroup
  • Develop and implement new and revised policies and procedures to provide for the effective operation of the area of responsibility Read and interpret engineering plans, diagrams and drawings
  • Provide effective reporting to management; evaluate and resolve complex technical or management issues
  • When necessary lead others in job planning, identification of resources and materials and execution of work in a safe and timely manner
  • Understand, interpret, analyze and apply pertinent SMUD policies, procedures, regulations, requirements, and applicable laws
  • Make innovative recommendations for improvement in construction and maintenance processes
  • Utilize a personal computer and/or computer terminal, systems and software relevant to the job

Education:
High school diploma or equivalency.

Experience:
Seven (7) or more years of progressively responsible relevant work experience in the electric utility field, with a strong emphasis on leadership and/or supervision. 

Desirable Qualifications

Techniques, principles, practices and standards for electric transmission and distribution substations, network and underground transmission construction and maintenance.

Licenses/Certificates

Must possess and maintain a valid California Driver’s License (CDL) and a satisfactory driving record (not more than two moving violations in the last two years)
