Responsible for leading and managing the Water and Power Department’s Power Division including planning, organizing, staffing, directing, and controlling all aspects of the division’s engineering and operations functions including construction, engineering, design, and operations. Hiring Range: $131,000 per year, depending on qualifications and experience. Position will close to applicants on: January 25, 2019 at 4:30 P.M. M.S.T.

ESSENTIAL JOB FUNCTIONS: 

  • Assists the Department Director in developing and administering short-term and long-range plans, policies, and procedures based on the goals and objectives of the Division, the Department, and the City.
  • Leads the development of short and long-term plans for energy delivery within the service area including the use of both local distributed and regional alternative energy sources.
  • Works closely with the Platte River Power Authority regarding regional power generation, transmission, and distribution needs, including the use of alternative energy sources.
  • Directs the preparation of the Power Division operating and capital budgets and authorizes expenditures.
  • Ability to work closely and proactively with the Division’s design team, operations supervisors, and operations staff (line crews).
  • Reviews and monitors division and project-level budgets.
  • In conjunction with subordinate managers, reviews in-house and contract designed electric distribution system plans and specifications.
  • Develops goals and objectives that compliment Division, Department, and City-wide goals and objectives.
  • Monitors Division key performance indicators to ensure continuous improvement of division activities.
  • Maintains current knowledge of state and federal regulations affecting the Power Division’s operations.
  • Plans, schedules, assigns, and supervises work of subordinates.
  • Evaluates performance and provides leadership and training opportunities to staff.
  • Ensures all work is performed in a safe, efficient, and productive manner.
  • Coordinates and staffs outages and switching to provide restoration of power.

OTHER JOB FUNCTIONS:

  • Assists with emergency management functions. 
  • Responds to citizen complaints.
  • Participates and supports department-wide activities as required.

 SUPERVISORY DUTIES:

  • This position is responsible for supervising subordinate engineering and operations managers.
  • Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and ensuring accountability; addressing complaints and resolving problems.

JOB QUALIFICATIONS:

Knowledge, skills and abilities:

  • Knowledge of strategic and financial planning; ability to manage large funds and budgets effectively.
  • Experience in planning, constructing, operating, and maintaining electric distribution systems including distributed energy and alternative energy sources
  • Knowledge of power industry issues.
  • Knowledge of standard engineering practices, distribution system design standards, and construction standards. 
  • Knowledge of formal asset management programs.
  • Knowledge of general business and management principles.
  • Ability to effectively lead assigned staff.
  • Possesses refined negotiating and strategic decision-making skills.
  • Excellent verbal and written communication skills including the ability to communicate in a positive and friendly manner with co-workers and the general public.
  • Ability to manage multiple projects and priorities.

Material and equipment directly used:

Personal computer, printer, computer application software to include word processing, spreadheets, e-mail, contact management, and presentation. GIS and SCADA systems, telephone, cellular telephone.

Working conditions and physical requirements: 

Work is generally performed in an office environment that may require bending, kneeling, reaching, and sitting for extended periods of time. Intermittent field work may be required.  Work may require reporting for after-hours emergency duty that may include long hours during holidays, weekend, etc. Required to carry a cellular telephone at all times. Moderate physical activity required by moving and positioning objects up to 50 pounds occasionally and/or up to 20 pounds frequently.  Must be capable of responding to the intersection of Hwy 287 and Hwy 34 within 30 minutes.

Requirements

Education and/or experience:

Bachelor’s degree from an accredited college or university in electrical engineering or a closely related field required. Graduate degree in electrical engineering or public/business administration desired. Minimum of five years of supervisory experience, preferably with an electric distribution utility is preferred.  Alternate experience will be considered.

Licensure and/or certifications:

Must possess a valid driver’s license.  Registration as a Professional Engineer in the State of Colorado strongly preferred.
