Purpose :
To supervise, direct, plan, organize, and document preventative and corrective maintenance and construction activities on assets including repair, modification, construction, additions, planning and overseeing inspection and testing to ensure a technically sound and cost effective maintenance and construction program that provides high workforce productivity and work quality, minimizing SMUD asset outages.

Major Duties & Responsibilities :

  1. Develops, facilitates and leads continuous improvement activities related to strategic, tactical and operational plans; prepares and updates the five-year business unit strategic plan, the one-year operational plans and related metrics and targets.
  2. Responsible for developing and administering work budget by monitoring unit budget expenditures, identifying and reconciling budget anomalies, monitoring and revising schedules, expenditures and assignments, reviewing end-of-year budget results, developing unit budget recommendations for the next fiscal year, and participating in the review of preliminary business unit budget recommendations.
  3. Provides leadership, management and accountability to ensure that SMUD has effective facilities using specialized technical expertise in system and design, construction, maintenance and operations and provides direction for a multi-functional staff.
  4. Oversees, schedules, and coordinates work by assessing District personnel resources and workload requirements; identifies need for work crews, staff augmentation, and contractor support to complete required work; verifies material and equipment availability and access; develops alternative approaches to work, including providing guidance to field crews; creates, verifies, and issues work orders; issues contracts to external contractors as needed.
  5. Arranges plant clearances with power system and Energy Trading and Contracts staff for equipment and plant outages; negotiates plan acceptance by communicating with appropriate plant and District staff; assembles and prioritizes all work requiring plant outages; develops alternative approaches to work for outage-restrained systems; participates in outage review meetings to ensure plans and objectives are clear and achievable.
  6. Identifies equipment and system problems and confirms diagnosis of maintenance requirements, repairs, modifications, and additions; reviews operational data and test results; confirms diagnosis of maintenance requirements; plans and executes corrective, predictive, and preventative maintenance activities; creates, reviews and screens maintenance notifications for accuracy and completeness; communicating with maintenance staff and originators of maintenance notifications to obtain additional information; inspects physical plants and completed work; tests and analyzes equipment; reviews and documents equipment failure and performance history; researches plant work history.
  7. Arranges crews, prepares work plans, and oversees work activities for corrective, predictive, and preventative maintenance and construction work on SMUD line assets and balances criticality of plant operations; documents history of equipment failure and performance history; reviews availability of equipment outages; works with maintenance engineers and others for work selection outside scope of authority.
  8. Develops and maintains work history documentation for all maintenance and plant modifications and additions. Utilizes SMUD enterprise work management and maintenance management systems to plan and manage work. Maintain current and future list of compliance related devices in the SAP tracking data base.
  9. Manages personnel including contracts and contractors as assigned; performs performance management, discipline, evaluation, selection, training, motivating, mentoring, and development of represented and non-represented personnel as assigned; provides staff training and mentoring; promotes staff safety and a safe work environment; participates in selecting and orienting new personnel; evaluates work performance results; responsible for leading teams to accomplish objective
  10. Performs related duties as required.

Requirements

Minimum Qualifications :


Knowledge of:
Methods and techniques for managing and supervising staff, and planning, organizing, directing, and controlling work activities; safety policies and practices; methods, materials, and equipment used in maintenance and construction of transmission and distribution equipment; techniques and requirements for pre-and post-maintenance inspection and testing of plant components; practices and principals for budget, process improvement, and strategic and operational plan development and maintenance; company policies, procedures, applicable MOUs and other special agreements; technical knowledge of transmission and distribution systems; testing, analytical diagnostic and other troubleshooting methods; procurement processes and specification conventions for parts and materials; techniques for estimating personnel hours and skills required for maintenance and construction work; maintenance procedures; computer outage management and tracking systems; databases and project management software systems; methods and techniques for planning, organizing, and overseeing work activities; techniques and practices for problem research and resolution; techniques and concepts related to teamwork; methods and techniques for report preparation and writing; techniques; performance management techniques related to project management; principles and practices for contract management; procedures and practices for cost control and project scheduling; procedures and practices for monitoring and managing projects; techniques and practices for problem research and resolution; procedures and practices for overseeing contractor’s/consultant’s work activities; procedures and practices for project budget management; safety policies, practices, and procedures.

Skill to:
Supervise and direct the work activities of represented and non-represented staff; analyze and correctly diagnose sources of transmission asset operational problems and repair needs; interpret SMUD policies, procedures, applicable MOUs, and/or other special agreements; oversee adherence to safety policies and procedures; establish and maintain effective working relationships internally/externally; plan, organize, direct, control and review the work of others; schedule and prioritize work assignments to meet expected time frames; interact with others to influence, motivate, coach, mentor, challenge and develop personnel; express ideas/facts clearly and concisely to individuals and groups, taking into account the audience and nature of the information; apply principles, practices, and procedures related to analyzing and resolving problems by research and investigation; plan, organize, prioritize, and schedule projects; gather data from appropriate sources and identify relevant factors; read and interpret plans, diagrams, and specifications; evaluate and resolve complex technical issues; interpret, clarify, understand and analyze verbal/written information and ideas; utilize logic and analysis to identify the advantages and disadvantages of different approaches; develop and maintain project budget and schedule; plan, organize, prioritize and schedule projects; analyze situations, documents, and data for conformance to established policy and procedures; interpret, analyze, and apply pertinent policies, procedures, regulations, and requirements; communicate effectively orally and in writing internally/externally; establish and maintain effective working relationships internally/externally.

Education:
High school diploma or equivalency

Experience:
5 or more years of directly related and progressively responsible relevant work experience performing maintenance and construction work in a lead or supervisory role on operating systems; diagnosing and planning distribution and/or transmission line maintenance; project and outage management; experience with applicable outage, work management, and procurement software applications and systems.

Licenses/Certificates :
Valid California Driver’s license

Desirable Qualifications :
Minimum of five-years of experience in a leadership role within the Transmission & Distribution Line Construction & Maintenance industry as a Line Foreman, Subforeman, or Sr. Troubleshooter.

Must have working knowledge of practices, procedures, and operations within the Transmission & Distribution Line Construction & Maintenance field to safely and effectively serve as an on-call supervisor.

Related college and technical training is desirable.
